According to Football Insider, the 21-year-old is now undergoing a medical at Brunton Park after agreeing to the move.
Carlisle have beaten competition from multiple League One and League Two clubs to secure his services.
Hugill spent the first half of the season with Wigan Athletic, making 18 appearances, including 11 starts, and recording five goals and one assist.
United recalled him earlier this month to facilitate another loan spell aimed at providing him with more opportunities to develop.
Signed from Sunderland’s academy in 2020, Hugill was part of Manchester United’s FA Youth Cup-winning squad in 2022.
The same winning squad that included Kobbie Mainoo, Dan Gore and Alejandro Garnacho.
Despite excelling at youth level, he is yet to make his senior debut for the Red Devils.

His current United contract runs until June 2026.
Carlisle, managed by former Newcastle defender Mike Williamson, are in a difficult position, sitting bottom of League Two and seven points adrift of safety.
Hugill’s arrival is part of a January push to help the club avoid dropping out of the EFL for the first time since 2004-05.
This marks another crucial step in Hugill’s development after previous loan spells with Altrincham and Burton Albion.
United are considering loans for Dan Gore and Harry Amass.
The Red Devils are aiming to send out their talented youngsters on loan, to gain concrete experience under their belt.
